1.The historical background and purposes of the establishment
Since the establishment of the diplomatic relations, China and Suriname have always been friendly to each other and maintained close relationship. In recent years the leaders of the two countries have paid frequent visits to each other, which has brought about mutual political trust and mutual benefit in economy. Thereafter, there are more cooperation and exchanges in many fields of the two countries. With the rapid development of the economy in China, many companies have gone to invest in Suriname and more Chinese find it as a tourist destination. As a result, the people in Suriname have shown greater and greater interest in learning Chinese and knowing the Chinese culture, which has supplied a very good opportunity for us to promote the teaching of Chinese language and the advancing of Chinese cultural exchange.
On March 3, 2016, Confucius Institute Headquarters/ the Hanban and The University of Suriname (AdeKUS) officially signed the cooperation agreement on establishing Confucius Institute at the University of Suriname(“main Agreement”), and in April of the same year, Confucius Institute Headquarters/ the Hanban approved and authorized Zhejiang Sci-Tech University(ZSTU) to construct the Confucius Institute with the AdeKUS as the Chinese executive institution. In September 2016, the Implementation Agreement between the Anton De Kom University of Suriname and Zhejiang Sci-Tech University for the Development of Confucius Institute at the Anton De Kom University of Suriname was signed by the representatives of the two universities.
The major aims of the Confucius Institute are to carry out the following work:
To publicize and organize the enrollment, to speed up the Chinese education into the curriculum system of the AdeKUS, and to offer formal Chinese language courses.
To provide the social services, and to cooperate with the local primary and secondary schools, local enterprises and organizations and the Chinese funded enterprises in Suriname. To establish gradually a Chinese educational network, and to cater for students of all levels, at various locations in the city, with the AdeKUS as the central administrative hub.
To carry out a variety of Chinese cultural activities, such as Chinese culture week, photography exhibition, seminars and traditional festivals celebrations, specially to provide experience lessons of Chinese cuisine, tea ceremony, calligraphy, Tai Chi and other activities.
To offer the special training to localize the teachers as Chinese language teachers.
To communicate and collaborate with the local China friendship associations.
To establish the mini-library/reference room with the Chinese characteristics.
To operate the Confucius Institute website, to propose a remote platform for Chinese teaching and learning.
To organize cultural exchange programs such as the CI student group to visit China for short-term Chinese learning, and experience the attraction and the beauty of Chinese culture.
2.The present situation of this CI
Since the opening of our Confucius Institute last February, 2 “Elementary Chinese 1” courses and two “Elementary Chinese 2” have been taught The learners come in their spare time from all walks of life such as government officials, financial sectors, insurance field, police, and the military, and their number totals 204 with the age range between 14—85 (average age:34). On April 17, 2018, a Chinese language and cultural training course lasting 2 months was started for more than 30 government officials from the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Commerce, etc.
3.The special features of this CI
We are thinking of doing something else besides teaching Chinese. As my university (Zhejiang Sci-tech University) is quite strong in artistic designing disciplines such as fashion designing, industrial designing, environmental designing, graphic designing, we are wondering whether it is a good idea to combine the teaching of Chinese with some designing courses. We can have some teachers from my university to come here and teach some designing courses in Chinese. The idea is that we teach Surinamese students some basic Chinese first and then we start the designing courses. When the students are being taught in designing by the teachers from my university, we can have the teacher of Chinese to team teach. When the Surinamese students fail to understand the designing teachers, the teacher of Chinese can explain in English what has been taught. The teacher of Chinese, like me, is proficient in both Chinese and English. It is also possible that the teacher of Chinese can take down what Chinese expressions are usually used in designing courses and specifically teach the Surinamese students those expressions. In this way, the Chinese courses can be made more purposeful. The aim can be achieved through the exchange visits, short-term study, work for degree programs and relevant design teachers from China to hold courses in Suriname.
4.The achievements to this date
Various ceremonies, cultural activities and lectures have been held for publicity:
We held the inauguration ceremony, the opening and closing ceremony for the Mandarin courses, Confucius Institute Cultural Day, the Open House Day for Confucius Institute, Confucius Institute Day. Meanwhile, lectures on the principles, functions and missions of Confucius Institute, on Confucius and Confucianism and its influence on China and the world have also been given. Vice-president, government ministers of the country, foreign ambassadors, and people from various social strata were attracted and the major local media covered the events. As a result, Confucius Institute is getting more widely known to the public.
The office area has been furnished and equipped for daily operation:
Adek provides us with the second floor of the former university guest house for office area, including 4 offices, 1 meeting room and 1 resource room, with a total floor space of about 240㎡. Besides, Adek also provides us with 1 full time and 1 part-time secretary to take charge of teaching and administrative affairs respectively. With the efforts of the local director, Mrs. Jong-A-Lock-Pahladsingh, the offices have been repainted, furnished and equipped with office automation equipment and facilities such as computer, printers, scanners, phones, wifi routes, etc. In this condition, the offices are operational and ready for daily use. Meanwhile, in October 2017, the first book donation, including over 1800 books, audio and video materials and cultural artifacts arrived and we supply the resources room with bookshelves, desks, chairs, desktops and laptops to make it ready for opening to the learners.
“Elementary Chinese 1” and “Elementary Chinese 2” courses ：
Since the opening of our Confucius Institute this February, 2 “Elementary Chinese 1” and “Elementary Chinese 2” courses have been taught. The learners come in their spare time from all walks of life and their number keeps increasing which reflects the enthusiasm of learning Chinese language and culture among the Surinamese. Take the example of the enrollment process in the first course. Even though this was the first time ever that we started a Mandarin course in the country, we did not make any advertisements in the media. Instead, we just made known the plan for the course to the audience in the “Open House Day for Confucius Institute”. However, nearly 90 learners registered with a age range from 12 to 86 regardless of the fact that a fee was charged for taking the course. For the second “Elementary Chinese 1”, 100 learners registered and due to the limit of class size, there was a waiting list of 20 learner. We also set an age limit (16—70) and the age range narrowed to 16—68. On April 17, 2018, a Chinese language and cultural training course lasting 2 months was started for more than 30 government officials from the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Commerce, etc.
Learning needs investigation and course evaluation have been conducted：
We designed a questionnaire to find out the learning needs of the local learners, which includes the items to find out the total number, the distribution of the age groups, the social status, the motivation, the possible number of learning hours of the potential learners and also the parts of the Chinese language and culture that should be interesting to the local people: the grammar, vocabulary, the calligraphy; the language skills: speaking, reading, listening or writing; the CSP (Chinese for Specific Purposes) for learners: the Business Chinese, the Chinese for Tourism, the Chinese for Traditional Chinese Medicine etc.; the Chinese culture: traditional or contemporary. When the first “Elementary Chinese 1” course ended, we conducted an investigation to find out the learners’ feedback concerning the textbook, the teacher’s way of teaching, the arrangement of the course time and their feelings about the fee that was charged for taking the course. We got generally the positiveresponses.
The opening of a separate account:
The opening of a separate account has always been concerned about considering the present economic situation of the country. To ensure the safety of the initial operation fund and annual financial support from Hanban, the a separate bank account seemed all the more imperative. With the efforts of many of the board members, especially those of the local director, this has been successfully achieved in Fina Bank.
5.Chronological record of the major events:
The inauguration ceremony：
We held the inauguration ceremony on Feb. 16, 2017. Vice-president, government ministers of the country, Chinese ambassador in Suriname, foreign ambassadors, and more than 200 people from various social strata were attracted. A delegation of 9 from the partner university—Zhejiang Sci-Tech University, headed by vice-president Chen Jianyong also attended it and the major local media covered the events.
The first Confucius Institute Cultural Day：
The first Confucius Institute Cultural Day was held on Feb. 16, 2017, featuring seminars, sharing of experience from Confucius Institutes from the Caribbean region, Chinese culture exhibition, and a table-tennis match between the presidents from the hosting and partner universities.
The first Open-house Day:
The first Open-house Day was held on March 18, 2017 for the promotion of the Chinese courses. In the process, leaflets of the course description were distributed and a demo class given by Mrs. Ma Zifen, the new Chinese teacher. Both the local and Chinese director talked about the training modal of “Chinese + Artistic Designing courses.

The start of the first “Elementary Chinese 1” course：
The first “Elementary Chinese 1” course was started on May 15, 2017 and lasted 15 weeks. Altogether 89 learners registered to be divided into 4 classes, each having two sessions a week and two periods in a session.
A questionnaire was given for the investigation of the first “Elementary Chinese 1” course：
A questionnaire was given to all the learners for the investigation of the first “Elementary Chinese 1” course to gain feedback on the teaching, the course content, the administration and the fees for taking the course, etc.
The start of the second “Elementary Chinese 1” course：
The second “Elementary Chinese 1” course was started on Oct. 30, 2017 and lasted 15 weeks. Altogether 100 learners registered to be divided into 4 classes, each having one sessions a week and two periods in a session.
“Confucius Institute Day” was held during the celebration of the 50 anniversary of AdeKUS：
“Confucius Institute Day” was held during the celebration of the 50 anniversary of AdeKUS from Nov. 10—12, 2017. On the first day, the Chinese culture was exhibited and experienced. On the second day, the principles, natures, courses and the cultural exchanges programs of CI were promoted while on the third day, the art of mural paintings of Dunhuang was exhibited.
The start of the first “Elementary Chinese 2” course：
The first “Elementary Chinese 2” course was started on Jan. 5, 2018 and lasted 15 weeks. Altogether 39 learners registered to be divided into 4 classes, each having one sessions a week and two periods in a session.
The celebration of the first anniversary：
The celebration of the first anniversary of this CI was held on Feb. 23, 2018. The learners did Taichi, sang in chorus the traditional Chinese songs and experienced the Qigong, the fan dance, the use of chopsticks and Chinese food. The certificates were awarded to the learners of the second “Elementary Chinese 2” course and the embassy of the People’s Republic of China in Suriname presented “Xi Jinping on Governance” Book II, English edition to this CI.
“Elementary Chinese” to be an elective course in AdeKUS：
The faculty of Humanities is to include “Elementary Chinese” as an elective course in AdeKUS curriculum in June, 2018, making it clear that its teaching be connected with HSK.
The permission to hold HSK tests：
We have applied to the testing center of Hanban to hold HSK tests and so far we have submitted the investigation of testing equipment and the standard of collecting testing fees and won the approval of the center.
The promotion of HSK：
The promotion of HSK was held on April 10, 2018 for AdeKUS students and learners of this CI. Dr. Liu Zhe, the Chinese teachers talked about the usefulness, the structure, the levels and requirements of the test. Harvey Blom, an alumni returning from a university in China shared his experience of learning Chinese. The local director introduced the connection between HSK and the elective course.
The start of the second “Elementary Chinese 2” course：
The second “Elementary Chinese 2” course was started on April 11, 2018 and will last 20 weeks. Altogether 45 learners registered to be divided into 3 classes, each having one sessions a week and two periods in a session.
“Chinese (Mandarin) Course at the Ministry of Foreign Affairs, Suriname” was officially starting to operate:
On request by Suriname Ministry of Foreign Affairs and Chinese Embassy in Suriname, the “Chinese (Mandarin) Course at the Ministry of Foreign Affairs, Suriname” established by the Confucius Institute at the Anton de Kom University of Suriname, which is held by Zhejiang Sci-Tech University was officially starting to operate on April 17. More than 30 officials from the Suriname Ministry of Foreign Affairs, Ministry of Education and Ministry of Commerce attended the training course.
